Each level of your aura evolution increases the cap on this skill by 5. After you first invest in the AAC, this skill will become available to you under the skills menu like normal.
Every level you put into the skill causes 0.2% of the damage inflicted on you by spell damage to be repeated on your opponent. Since the max level is 100, that means your opponent will suffer 20% of the damage they cause by their spell. This is similar to the backlash effect, but for spells.
